Background

The Institute of Procurement Professionals of Rwanda (IPPR) was originally established in 2016 under Law No. 011/2016 of 02/05/2016, with the core purpose of promoting procurement professionalism and best practices in Rwanda. Its mandate was further strengthened under the Law No. 017/2025 of 27/06/2025, which formally recognizes IPPR as the national professional body entrusted with advancing procurement excellence across the country.

As a key institution contributing to Rwanda’s transformation into a knowledge-based and service-driven economy, IPPR is dedicated to enhancing the quality, integrity, and transparency of procurement processes nationwide. The Institute works tirelessly to ensure that procurement in Rwanda is conducted with the highest standards of diligence, guided by professional ethics and internationally accepted best practice

Our Mission

The overall mission of APPR is to coordinate, monitor and promote procurement professionals in Rwanda, through improving and maintaining the standards of ethics of procurement professionals, facilitate transfer of procurement knowledge to professionals and other stakeholder as well as protecting and safe guarding the procurement profession.
