The Institute of Procurement Professionals of Rwanda (IPPR), established under Law No. 017/2025 of 27/06/2025, serves as the national professional body mandated to promote procurement excellence, ethics, and capacity building across Rwanda. Like any other institution within the country, the Institute aims to contribute to Rwanda’s ongoing transformation into a knowledge-based and service-driven economy.
It is against this background that the Institute works tirelessly to ensure that the procurement profession in Rwanda is practiced with the highest level of diligence, grounded in professional ethics and internationally recognized best practices.
In line with its mandate, IPPR was established to achieve the following goals:

Ensure that the procurement profession in Rwanda is appreciated and embraced at all levels of society.

Guide and regulate the activities of procurement practitioners in Rwanda to ensure that procurement services delivered are compliant with the established code of conduct, professional ethics, and best practices.

Enhance the technical capacities and professional competencies of procurement practitioners, enabling them to become more competent and competitive in national, regional, and international procurement job markets and consultancy opportunities.
